Identify the relevant assurance context

Confirm which customer, contractual, organisational and applicable regulatory requirements the assessment is intended to support. NHS Data Security and Protection Toolkit guidance is one relevant source where that framework applies. A penetration-test report is a separate piece of technical evidence, not automatic completion of the Toolkit or proof of every healthcare security obligation.

Examine access and information boundaries

Document relevant roles, delegated access, organisation boundaries, exports, interfaces and important data flows. Consider how a support account or integration could access information beyond its intended function. Use representative accounts and controlled records. State which systems and workflows are included so findings can be interpreted in their real care and operating context.

Treat operational safety as a scoping requirement

Clinical, connected-device or other sensitive operational systems need an appropriate safety and ownership discussion before inclusion. Agree the environment, permitted methods, rate limits, contact routes and stop conditions. Active testing requires explicit written authorisation. Do not include a system solely because its address appears in a network range or assume general permission covers a supplier-operated device.

Protect personal information in evidence

Agree whether synthetic records or a representative test environment can answer the question. Define handling for unexpected real information and keep technical evidence proportionate to the issue. Avoid copying patient data unnecessarily into screenshots or reports. Separate the security assessment from decisions about lawful processing and from the permissions needed to access each relevant service.

Compare proposals on useful outputs

Ask for a clear scope, assumptions, prioritised findings, practical remediation guidance and the agreed debrief and retest arrangements. Identify who can change the affected controls and how material fixes will be checked. A good procurement decision connects technical depth, safety and usable evidence rather than choosing a provider solely by a badge, a headline price or an undefined promise of complete assurance.
